Abstract As the key issue in the new urbanization, the problem of city-industry has drawn the increasing attention of the government and the academic field. However, the fusion phenomenon of city-industry still exists during the development of China. This paper would analyze this issue from the “quality” point of development in terms of the city-industry integration. In the dissertation, capacity Measurement Indicator System of the city-industry integration is built and then the use of DEA method is improved so as to determine the index weight capacity, thus empowering the city’s re-integration. The physics of the system coupling method are improved before the application to the measure of the city-industry integration.
