INTRODUCTION Petrochemical Corporation of Singapore (PCS) is an upstream company of the Singapore Petrochemical Complex located at Jurong Island of Singapore. It has been operating the first ethylene cracker in Southeast Asia since early 1984. A second ethylene cracker came onstream in mid-1997 simultaneously with the expansion of the same Complex. Being a dynamic organization responsible for a relatively wide range of process plant operations, PCS is active in uncovering process safety risks over and above the occupational safety and health risks with appropriate corrective measures for the past many years in maintaining safe operations.
