Zur Beurteilung der gesamtwirtschaftlichen Produktionswirkung sind jedoch das Nettoanlagevermögen und die Nettoinvestitionen keine geeigneten Indikatoren. In this context, it is frequently observed that Germany suffers from insufficient public investments and even consumes its public capital in the face of a stagnating public net capital stock. However, net assets are an inappropriate measure of the macroeconomic effects of (public) capital on growth. Based on the analysis of public gross fixed assets, the impression that Germany consumes its public capital stock is incorrect.
