This paper discusses the inevitability of the changes in science, technology, and innovation (STI) management triggered by the technology of adaptive coevolutionary algorithm through the analysis of the current situation of science, technology and innovation management, from the role of productivity and production relations. This paper presents the design principles and ideas of the adaptive co-evolution algorithm and constructs and verifies the performance and simulation model of the algorithm. The mechanism of the adaptive co-evolutionary algorithm in the three levels of science and technology innovation management is also studied in this paper. The analogy simulation software is used to build a multi-unit multi-agent simulation model of the collaborative time of science and technology projects, and the feasibility of the given science and technology project co-evolutionary algorithm is verified, and the influence factors are analyzed. The proposed co-evolutionary algorithm is validated and influenced by the theoretical calculation of the synergistic rate, which can control the project synergy time. When the synergistic rate follows an exponential distribution, the synergy time is proportional to the logarithm of the number of participating units in the project; the coevolutionary algorithm is little affected by the number of project phases, i.e., the phased implementation of the coevolutionary algorithm in STIM does not increase the synergy time, but can effectively reduce the risk of project implementation. This study elucidates the inner mechanism of their interaction and provides ideas for the introduction of smart technologies in STI management.
