Abstract The ethics of human beings living together depends on shared values and principles that are generally recognised and respected. These values and principles are reflected in legal rules and regulatory frameworks to provide safety, security and foreseeability for the members of the community. The same would be true for the Moon Village. While not being a programme or project, but a concept which may serve the development of ideas of future space activities, ethical principles and relevant legal rules already exist. Others will have to be developed in the future. The present paper addresses three steps towards an ethical and regulatory framework for a Moon Village.
