Abstract This study proposes a novel negative level shifter capable of converting low levels of input voltages to high output voltages while maintaining high speed and low delay and superior static power dissipation. The proposed level shifter is composed of a combination of cross-coupled and current mirror configurations. The minimal operating voltage of the proposed level shifter is 400 mV . In addition to the operating range, the power consumption and delay of the proposed level shifter were designed for low-power applications. Under VDDL= 0.4 V , VDDH= 1.8 V and f in = 1 MHz condition, the average power, energy/transition and static power were 2.6 μ W , 26 fJ / Transition , and 70 pW , respectively.
