Abstract Construction of buildings especially high rise building has become one of the most successful business where business people invest large amount of their money in this field. The prosperity of nations and their economy increases by the increase of the size of their construction industry. That's why it's considered one of the most important topic that researchers should focus on how to safely proceed the work. The construction process is divided into a group of small activities that should be put in their right sequence to maintain smooth construction process with the most economic plan of optimized time and cost, Zhang and Ng (2008) [13] . Good planning in the construction projects increases the possibility of the contractor to finish within time and within budget and reduces the chance of expected chaos breaking out. This paper aims to reduce the time and cost for construction projects that experience repetition of the project activities by making use of the phenomena of learning curve that will enhance time and cost savings and also the quality of the project considering the start and end dates (deadline) of the project. This paper is concerned with the continuity of the activity in a way that reduces interruptions for fully and efficiently emphasize smooth learning curve. The paper introduces; (1) detailed scheduling of activities experiencing repetition; (2) optimization of time and cost of the project by specifying the optimal and most recommended number of crews for each activity and the recommended learning rates of the crews performing an activity. Where the learning rates may also express the degree at which the crews performing the task are skilled and intelligent.
