OBJECTIVE Good governance principles used to arrange the management of the health insurance system in the JKN era. To ensure the program sustainability evaluation of the implementation of BPJS policies is needed. The research aimed to measure the implementation of good governance of BPJS in Makassar. METHODS This was qualitative research with a phenomenology design study. Data was collected using an in-depth interview. RESULTS BPJS as a health insurance manager was not effective in managing health services in the preparation of health planning and budgeting programs by using easily accessible data. In a policy context, BPJS does not maximize the coordination and collaboration functions properly; also, there are differences between policies and local conditions for deciding the implementation. CONCLUSIONS Policies relating to governance should be made transparently by involving local governments and communities to accommodate everyone's needs to support health care programs for improving health services qualities.
