Abstract The impact of social well-being and health is a priority today in both Kosovo and developing countries. Emergency Departments in Kosovo for a long time are struggling for long waiting times for patients as well as delays and obstacles in health services. Healthcare systems are usually characterized by its complexity due to the variability and stochastic nature of the various processes involved in the flow of patient staff and supportive resources. To increase the use of existing human and technological resources and reduce patient waiting during this work, a methodology of system improvement has been used that involves simulating discrete events and analyzing the process. The use of different methodologies and tools to support the decision-making process is a key issue. This research presents a new approach to healthcare services in which Discrete Simulation Simulation and Multi-Objective Optimization Simulation are used. The methodology applied for the analysis of the improvement of the health care system in an Emergency Department at the Regional Hospital of Peja. As a result, decision-makers are given a set of almost optimal solutions and rules that significantly reduce the length of stay and the waiting time for emergency department patients. Fit solutions include the optimal number of resources and the required level of improvement in key processes at the Emergency Department. In the end, will be presented and discussed over the benefits achieved by applying this methodology, which has proved to be very valuable to support decision-making in designing and improving the complex healthcare system.
