Abstract This paper presents a cooperative game theory approach to design an optimal video steganography framework. An ideal and perfect video steganography system should provide enough space to embed the secret data without degrading the visual quality. However, in a steganographic system, the payload capacity and visual quality are always inversely proportional to each other. This paper proposes a novel game-theoretic approach using strategy adaption to address this issue. This approach utilizes the Iterative Elimination of Strictly Dominant Strategies (IESDS) method to acquire the optimal solution. The obtained optimal solution comes up with the best trade-off between capacity and visual quality. Also, experimental results infer that the optimal solution outperforms the contemporary methods by attaining significant outcomes.
