Abstract In Portugal, social tariffs have been used since 2009 to promote universal access and affordability of water services, reducing the burden of vulnerable consumers' water charges. The adoption of social tariffs by the Portuguese water services providers and the recent regulatory changes to the social tariff regime are analyzed. The main conclusion is that the existing differences in terms of affordability across municipalities might persist and this may also jeopardize social sustainability and territorial cohesion.
