Abstract Cobalt molybdate-based OER catalyst with open structure, high conductivity and rich oxygen vacancies was synthesized through a facile immersion and reduction way. This rGO-wrapped and Cu-decorated elctrocatalyst displays extremely low overpotential as 158 mV at 10 mA cm-2, and small Tafel slope as 38.4 mV dec-1 in contrast of the control groups with different Cu dosages, commercial RuO2 and other similar type OER catalysts. The enhanced high performance is primarily attributed to the formation of large amounts of heterogeneous interfaces and sufficient oxygen vacancies, which conduce to provide more active cites and tune the electronic structure, respectively.
