Abstract This paper adopts the improved Cobb-Douglas-production-function-model to measure the contribution rate of meteorological talents. We use education level and employee title as input indicators, and weather forecast accuracy and total income of meteorological departments as output indicators. The production-function-model is more suitable for the calculation of the talent contribution rate of public welfare institutions by improving above indicators and models. And it is also a general guide for other similar institutions. It is concluded that the contribution rate of meteorological talents is 49.91% through calculations.The main working problems in meteorological talents now and according policy recommendations are proposed.
