A new utility function-based framework is proposed for network selection that utilises exponential functions and is monotonically related to a function of the average of additive and multiplicative utility functions. This means that an intermediate solution has been identified that not only includes inter-dependencies of performance criteria but also reduces the network elimination. Numerical results compare the performance of the existing and proposed utility functions and it can be seen that the proposed utility function is a good choice for network selection.
