Significance The large, short-lived effect of China’s environmental inspections on SO2 concentrations in targeted cities is consistent with plants allocating SO2 emissions control effort to periods of greater central government scrutiny. A plant’s level of government oversight may affect the drivers and longevity of these reductions. Permanently reducing pollution may require central authorities to increase ongoing monitoring and enforcement, especially for plants that outrank local regulators.
