In his sage contribution to the volume, Svara (p. 104) reminds us that rather than talking about leadership per se, ‘the question is not whether to have a [directly] elected mayor but rather about the institutional setting in which the mayor operates and the style of leadership associated with each setting’. This is key, and – as noted by Hambleton (p. 257) – passions can run deep on the issue. But there is scope for plenty more work on the topic – particularly of an empirical nature.
