Abstract Expressway is a modern transport channel. It is playing an increasingly important role in economy today. At present, Chinese expressway construction is in a great stage. How to reduce the cost as well as ensure the quality is becoming a hot topic. This work analyzes how to control the cost as well as ensure the quality from different ways. This work also establishes quality cost model, and then calculates this model taking Bao-Mao expressway as example.
