Abstract Institutional environment is a key differentiator deciding performance of PPP projects. This paper compares the impact of institutional differentiators in PPP project between Australia and India based on three-dimensional element of regulative, normative and cognitive parameters. The study relies on case study approach, four number of cases were used (two from India and two from Australia). In addition, the word tables methodology based on five-point scale for scoring of parameters with the qualitative evidence is used. The result shows that regulative institutions are important ingredient for the growth of partnership spirit in PPP; normative institutions hinge on imbibing not only norms but also values in PPP processes; and complexities and uncertainties faced across PPP project lifecycle are solved through shared commitment, collaboration and trust between public and private sector. The outcome of this study will be helpful to the policy makers, which directs attention towards need for “bottom up” approach in institutional strengthening by creating atmosphere of partnership should go hand in hand with “top down” approach focusing on rule setting, monitoring and sanctioning.
