3GPP ProSe supports direct discovery and communications between UE localized in proximity to each other. However, the existing 3GPP ProSe has limited support for user-friendly rich media content exchange between different public safety groups. This article proposes ComProSe, an innovative ProSe-enhanced multimedia communication framework for public safety services. By employing UAV as relays, ComProSe provides direct discovery and QoS-aware communications between public safety UEs from different organizations. Additionally, user-friendly interaction between public safety UEs is offered. ComProSe is designed in alignment with the emerging 3GPP 5G technologies and is compatible with both operator networks and mobile consumer electronics. The article also presents real-life testing illustrating the cooperation between UAV and public safety users availing from a public safety service in the context of ComProSe.
