Each of the 50 U.S. states offers subsidized health insurance (Medicaid) to certain sections of its population. This, in turn, means that each of the 50 states needs to implement and maintain an IT system, the Medicaid Management Information System (MMIS), to enable its Medicaid processes. From fiscal year 2008 through fiscal year 2018, states spent close to US$40 billion on their MMIS systems—out of which, close to US$30 billion was reimbursed by the federal government as per prevailing funding norms.1
