Process of the plasma electrodes formation in a neon-filled Pockels cell operating in the two-pulse mode is numerically simulated with a 2-D model of the gas discharge forming the electrodes. The transport of the charged particles and reactions with their participation in the self-consistent electric field is allowing for. Using the developed computer code, time dependencies of the transmission window of the laser radiation and operation voltage, at which the radiation transmission coefficient is maximal, are calculated. Temporal dependence and spatial distribution of the transmission coefficient in the cell cross section are calculated. Calculations are executed for predicting results of planned experiments. They are carried out scaling the results received earlier for the same cell filled with helium with small admixture of oxygen.
