Many priority subpopulations, such as people living with severe mental illness, substance use disorders or HIV who have high smoking rates, may benefit from long-term substitution of cigarettes with vaporized nicotine products. Assessments of the population impacts of these products should also consider their potentially important effects on priority subpopulations.
