other Western countries. Even if Nuclear Threats stands out as a must read for anyone interested in the 1980s or anti-nuclear activism, it does have some limitations. Some might ask why the editors did not include essays that focused on how anti-nuclear opinion shaped behaviour outside the USA and Europe. A description of the Moscow Trust Group’s anti-nuclear activism would have complemented the other essays. However well-written, Lawrence Wittner once again makes a case for the ways in which anti-nuclear protest transformed the ‘hawkish’ behaviour of the Reagan administration without fully exploring the anti-nuclear sentiments that Reagan himself brought to office or the continuities in his approach to arms control and reducing nuclear weapons. He also failed to reference Reagan’s announcement in 1986 that USA would no longer abide by the nuclear arms limitations of the Strategic Arms Limitation Treaty (SALT) II. The essays of Nuclear Threats also reveal several topics that would benefit from further research. Scholars still need to write more on the quality and dynamics of the transnational connections that American and European anti-nuclear activists (as well as those from other parts of the world) forged with each other during the 1980s. They also need to pay more attention to how the interplay between human rights and peace promotion shaped the end of the Cold War in Europe, and how agreements like the Final Act (Helsinki Accords) fit into debates about peace promotion during the 1980s. The attention that the introduction pays to ‘pronuclear sentiment’ highlights the need for more works that grapple with the development of transnational conservatism during the 1970s and 1980s.
