It is of course difficult for LAPPs to meet all these demands, as the test taker numbers are often much lower than those of large-scale assessments used for other purposes (e.g., university entry). But policy makers also need more information about the stated constructs, and it is up to us language testers to ensure that we communicate these more clearly. Therefore, purely focusing on assessment qualities, without looking at the broader use of the assessment, may not make it useable in many contexts.
