Guy Burton's Rising Powers and the Arab-Israeli Conflict since 1947 examines how domestic and international politics have shaped the foreign policies of five countries—Brazil, Russia, India, China, and South Africa—toward Israel/Palestine from 1947 through the contemporary period. Burton selected these five (dubbed BRICS in 2001 by Goldman Sachs's Jim O'Neill) because their diverse social, political, and economic structures are representative of rising powers across the globe. By choosing the Arab-Israeli conflict as his example, he created the opportunity to reveal policy positions over seven decades. And while he uses the term “conflict,” Burton acknowledges the asymmetry in power between Israelis and Palestinians, in light of Israel's ongoing occupation of the West Bank and Gaza Strip, its discrimination against Palestinian citizens of Israel, and its denial of the right of return for Palestinian refugees.
