The paper considers the creation and use of digital networks of public services in the process of assessing the ability of newly created territorial communities to provide these services. It is determined that the vast majority of indicators of the passport structure of the affluent territorial community correlate with the data of networks of public services. This allows the use of this data in the process of assessing the ability of the newly formed united territorial communities to provide the population with a full range of quality public services.
