This article outlines the motivational profiles of two types of management stakeholders in a Bulgarian university cluster striving for more Scopus and Web of Science publications. This article draws on stakeholder and self-determination theories. It uses tools of online survey (among 99 managers at 5 state Bulgarian universities), Kendall’s rank correlation coefficient, expert evaluations, induction/deduction and comparison. Three typical motivational profiles are obtained in this study: 1 for the department head stakeholder, titled “department-dedicated manager profile”, and 2 for the top management stakeholder, titled “job-satisfaction seeking manager profile” and “university-dedicated manager profile”.
