As a typical coastal city, Taiwan is made up of numerous river basins that can deeply affect the sustainable development of the whole coast. Taiwan's Nanshih River Basin is located in the Taipei Water Source Domain and governmented by different authorities. However, since the related departments lack interaction, the performance of governance is not satisfactory. In order to manage and sustainably use the Nanshih River Basin and protect local precious resources, it must focus on overall basin governance. This study is based on a basic question regarding the cross-boundary governance of the Nanshih River Basin: What is cross-boundary governance? It includes separated duties of basin authorities and conflicts among the regulations; limitations of land use and development; protection of residents' rights; water source and ecological environment issues caused by hot spring tourism; lack of base flow to downstream rivers of the Nanshih River.
