Coconut Creek (Florida), ISSN 0749-0208.The purposes of this study were two-fold: (a) identify issues of major concerns regarding survival swim programs and; (b) determine skills or knowledge necessary to learn for grade three to five students of elementary schools. Experts (n = 21) were invited to identify and rank issues in order of importance following the Delphi method protocol. Based on the results, lack of educational facilities, limited space and time, poor instruction, revision of physical education curriculum, and lack of government support were determined the most critical issues regarding the survival swim program. Further, skills or knowledge to learn were the water adjustment, the general knowledge about survival swim, drowning prevention and rescue methods.
