Transportation efficiency on the International Water is mainly influenced by the ship's performance and weather situation, while the efficiency of cargo transshipment and domestic transportation is significantly affected by the policies, regulations and management efficiency of the local government, which highly affects the change of the operating cost of enterprises. It is necessary for the government to optimize the Business Environment of Maritime Shipping Market (MSM) to improve Administrative efficiency and reduce the enterprises' operating cost. This study focuses on the status of China's government administrative management and the effect of the government's function to enterprises cost in maritime shipping market to provide the reference to optimize the Business Environment of MSM in China.
