Introduction:In the preamble of the Constitution of the State of the Republic of Indonesia Year 1945 explained that one of the goals of the state of Indonesia is to protect the entire nation of Indonesia and the entire Indonesian blood spill. To achieve these objectives the government seeks to maximally provide protection to all citizens in various areas of life. In addition to these objectives, the government is also obliged to carry out development in various fields in order to realize national welfare. In connection with this, the government issued Law No. 36 of 2009 on Health which is intended as an effort made by the government in order to carry out development in the field of health.
